Abstract

Mobile cloud learning has emerged as a promising approach for improving access to higher education in environments affected by conflict, infrastructural fragility, and financial limitations. However, existing studies have primarily focused on readiness assessment and adoption intention, while providing limited guidance on how assessment outcomes can be transformed into practical implementation strategies. This limitation has reduced the operational effectiveness of mobile cloud learning initiatives in fragile higher education contexts.

This study addressed this gap by proposing a low-cost operational adoption model that translated validated institutional readiness findings and critical success factors into actionable implementation pathways. Rather than generating new empirical data, the study synthesized established readiness outcomes into a structured and decision-oriented framework designed to support context-sensitive and proportionate adoption. The proposed model emphasized incremental deployment, implementation feasibility, and alignment with institutional capacity, making it suitable for higher education institutions operating under instability and resource constraints.

The model incorporated readiness-based adoption paths and a phased implementation roadmap that connected assessment outcomes with practical execution processes. By repositioning readiness assessment as a foundation for operational decision-making rather than as a diagnostic endpoint, the study contributed an implementation-oriented perspective that complemented existing adoption research. The proposed framework offered practical value for institutional leaders, policymakers, and crisis education planners seeking to enhance educational resilience and sustainability through mobile cloud learning adoption.
